The Washington County Council on Economic Development was formed in 1989 to provide solutions to the economic problems that faced the county in the absence of major industry which once was the region’s lifeblood.  WCCED has been a dynamic Gap Loan Financer and a Small Business Microlender in rural Southwestern Pennsylvania and portions of West Virginia since 1993.

WCCED has a litany of successful ventures in the region, having helped to create or maintain over 2,000 life sustaining jobs since its inception.  These successes include providing capital for many successful businesses, financing and constructing the Washington Federal Square building, and restoring the historic Baltimore & Ohio Railroad Station.

WCCED was recognized by the United States Department of Health and Human Services in its “JOLI: Best Practices” publication of 2001 for the Council’s work with Pennsylvania Transformer Technology, Inc. to bring training and manufacturing jobs to low-income residents of Washington County.

Currently, WCCED is continuing to operate its loan funds while directing development of the Starpointe Business Park near Burgettstown.  The park will feature state-of-the-art utilities and facilities while retaining the rural aesthetic of the region.  The park is located at the intersection of PA 18 and US 22 in Hanover Township and will offer ten minute access to Pittsburgh International Airport at completion of the Findlay Connector.
